提款机防复制装置 为何无法阻止盗提?

  星展银行存户的存款被人盗提事件,引发了人们对提款机提款安全热议。

  尤其让人费解的是,银行都声称属下提款机装有防复制设备,为何还是无法阻止歹徒盗提存款。

  星展银行发言人在前天的记者会上说,每台新提款机都采用最新防复制设备,而且会定期更新。发言人说,案件还在调查中,行方暂时仍无法公开歹徒干案手法。

  受访的保安专家也无法回答这个问题,但网络保安公司e-Cop的总裁李庆金指出,要复制提款卡资料只需要一个阅卡器就行了。

  除了提款机,还可装在各种自动付费机上,使用者若没有留意,插进提款卡,阅卡器就可读取卡上磁片(magnetic stripe)里的银行账号等资料。歹徒再把资料输入到另一张有磁片的卡,假提款卡就复制完成。

  歹徒也会在附近安装小型摄像头,拍下存户在提款机按键上按下的密码,有了卡和密码就能到提款机提款。李庆金补充说:“歹徒可以用无线遥控摄像镜头,所以要记录数百个密码是很容易的事。”

  磁片卡的资料比装有晶片的智能卡更容易被复制,其安全性令人怀疑。

  为银行提供提款机保安服务的Gemalto公司市场安全转帐部总监维尔敏(Cyril Villemin)就建议,改用晶片型提款卡。这在欧洲、南美洲、加拿大和马来西亚相当普遍,有效降低存款被盗提案的发生。

  星展银行新加坡总监林森成在回答记者提问时说,要每个商家都更换阅卡器是非常困难的事,尤其是在国外,但环境和时机对的话,银行会改用智能卡。

如何预防盗提?

●只需在提款机“更多服务”(More Services)第二页的“更换在国外使用提款卡”(Change ATM Card Overseas Access)选项里按下禁用按钮,便可禁止他人在国外提款机盗提存款,即使是复制卡也不能。

●选择使用灯光充足而且位置安全的提款机提款,若提款机旁出现可疑人物,就到别处提款。

●提款时,提款机有异,立即取消交易,选择使用别处的提款机或通知银行。

●可从提款机的镜子察看背后有没人偷看密码,按键输入密码时用掌心或皮包遮盖。

●若提款卡遗失或被提款机扣留,须立即联络银行。

●完成提款交易后,立即收好提款卡、现金与发票。

●不要向任何人透露银行或提款卡密码,即使有人声称是银行职员向你索取密码。

●定期更换提款卡密码。

●留心日常帐户存款提取,若发现任何可疑交易,立即与银行联络。

●设定较为复杂的提款卡密码。

Fraudsters withdraw cash from DBS/POSB accounts

A large-scale fraud operation targeting DBS and POSB account holders is raising concern among Singaporeans, as numerous customers report unauthorised withdrawals from their bank accounts.

Since Wednesday, online forums and social-networking websites like Facebook and Twitter have been abuzz with netizens saying there had been fraudulent withdrawals amounting to hundreds of dollars.

Many also said that they warned their friends and family to check their accounts.

In a statement, DBS said that about 200 bank customers had reported unauthorised withdrawals from their ATM- or debit-card accounts.

The average amount withdrawn was about $1,000 per account, added DBS. The bank's standard ATM- and debit-card withdrawal limit is $2,000 per day.

The withdrawals appeared to have taken place in Kuala Lumpur, even though affected account-holders said that their cards had remained in their possession all along.

Many also added that they had not visited Malaysia recently, and could not understand how the criminals had been able to make the withdrawals.

DBS said that it was treating the matter with "utmost priority".

It added that cards reported as compromised were immediately deactivated, and that affected account-holders would be issued with new cards.

Mr Jeremy Soo, managing director and head of consumer banking group (Singapore) at DBS Bank, said: "We have started to proactively contact all customers whose account transaction history indicates that there has been an ATM transaction made in Malaysia, over the past few days, to double-check and confirm that indeed such an ATM transaction was made.

"If the transaction was not made by them that is, it is fraudulent we will compensate them in full for the unauthorised transaction within 24 hours."

Any customer who believes their ATM or debit cards may have been compromised should contact the bank immediately, on 1800-220 1111, or visit any of the bank's branches.

Police yesterday also confirmed that they had received several reports of the unauthorised withdrawals, and said that investigations were on-going.

Affected card-holders were advised to lodge a police report via the Electronic Police Centre at www.spf.gov.sg/epc or at any neighbourhood police centre.

The report should include the date, amount, location and transaction description for each unauthorised withdrawal, police said.

(吉隆坡综合讯)马来西亚新设计的钞票昨天首卖,这包括停止发行16年的20令吉钞票。为了购得新钞,有人在凌晨2时便到国家银行总部外排队。

在队伍中站了两个小时的张素芬和两个兄弟是陪同嗜好收藏钱币的父亲张木来一起到国行排队,终于买得心头好。新钞9时才开始发售,但国行未开门,外头已有一条长长的人龙。由于每次发售新钞,都吸引大批人排队等候,国行规定每个人只能买三款纪念钞。由于购买的数量受限,好些人都是全家出动。

Deposit Insurance Scheme increases coverage to S$50,000

More financial protection for individuals and small businesses - under new deposit insurance legislation which kicked in this month to increase bank depositors' coverage.

They will now be able to get back up to S$50,000 in the event of a bank failure.

This, is up from the previous coverage of S$20,000 offered by the Singapore Deposit Insurance Corporation (SDIC).

The changes will ensure that around 91 per cent of depositors will receive coverage will receive coverage. Previously, only 83 per cent were covered by the scheme.

Besides individual depositors, businesses, partner agencies, societies and associations will also be protected.

Small and medium enterprises are likely to benefit the most.

The Monetary Authority of Singapore has also started a framework to hand over the management of the Policy Owners' Protection Scheme (PPF Scheme) to SDIC.

In the event a insurance company under the scheme fails, policy owners will be given 100 per cent protection for their guaranteed benefits with a cap of S$500,000.

Ooi Sin Teik, the CEO of SDIC, said: "They (depositors and policy holders) should have greater peace of mind, should any institution fail, then this is a safety net."

The SDIC administers the Deposit Insurance Scheme in Singapore (DI Scheme) and Policy Owners' Protection Scheme (PPF Scheme).

SDIC is a company limited by guarantee under the Companies Act The board of directors is accountable to the Minister in charge of the Monetary Authority of Singapore.

The main functions of SDIC under the DI Scheme are to collect premium contributions from DI Scheme members, manage the Deposit Insurance Fund, compensate insured depositors and educate the public on the DI Scheme.
